Using cmd (Admin) I successfully created a new user profile, however win10 will not allow this account to log on. I'm also having explorer.exe issues, which I believe is preventing Settings from loading. Control panel is just a stepping stone to add users in Settings.
I also tried other methods not listed such as using Run. I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. Unfortunately I have the same issue as Dabz from upgrading win7 to win10. Settings can't be opened using the built-in administrator account I can't change it back without access to computer management disk management. I noticed that an external USB I had attached got it's drive letter changed. Tried booting from USB repair disk but repair didn't work and got freaked by message that installation would delete my files. Can't run ps at all, nor regedit, can't use any important administrative tools like computer management or event viewer. I could not get admin mode to work on command prompt, or power shell. I came here and followed full tutorial and all the options. That's when I noticed can't run anything in administrative mode.
I tried to run sfc /scannow but need administrator level. All we get is long delays and finally "The Device is not ready." They tried installing LogMeIn Rescue Assist, but that did the same. They tried to install and run QuickAssist and that's when I noticed it wouldn't run. The O365 section could do nothing and figured I had an OS problem. Tried all I normally knew to do then called Microsoft Support. This morning I couldn't run my local installation of Office 365, getting error messages. Only problem I noticed then was my scanner didn't work, but I tracked down re-setting of the path to the driver.
Saw MS message to restart after an update installation. Everything was working fine until couple days ago when I I recently did a clean OS installation on a Samsung EVO 670 SSD. I mistakenly did a quick reply at the end of the tutorial for running an app as administrator in Windows 10.
